Game page: Some Review toolbar features should be visible for logged-out users

When a logged-out user visits the game page, the bottom of each review doesn't have the usual links below it.

This means logged-out users can't permalink a review or read comments, which is unreasonable.

You actually can get the permalink to a review if you click the date the review was made, next to the title of the review. But this isn't obvious and should be changed. It would be useful to make the title the permalink to the review, instead of the date next to it, and add a permalink at the bottom of the review as well.
