[Automation] Add a hystersis boolean operator

E.g. this expression will check the signal value for "10 < X < 50":

(hist (sig Signlas.yellow1) 10 50)

However, a negative counterpart would be also needed. It can be a new operator or add "not" unary operator.

Also, open question if the range should be checked inclusive or exclusive to the range values.

So... the biggest issue that I see is that I generally want opposite rules on each end of the hysteresis range.

For example:
SET PRIORITY when below 20% capacity.
CLEAR PRIORITY when above 80% capacity.

PAUSE when OUTPUT is above 95%
UNPAUSE when OUTPUT is below 50%

Additionally, when I merge two hysteresis conditions, one is merged with AND and the other with OR:
PAUSE when (INPUT < 20%) OR (OUTPUT > 95%)
UNPAUSE when (INPUT > 40%) AND (OUTPUT < 50%)

Hmm, for the last part the hist operator doesn't seem to work. You use INPUT and OUTPUT in the same condition, and the idea is to apply multiple checks on the same value. And the other two examples can be solved pretty easy with the normal comparison operators. So, probably the whole concept is not applicable here.
