I think the main point of my own confusion here is what should be 'historical' vs 'current'. IMO maybe current = some sort of broad IAB policy statement like 'encryption backdoors are bad' vs things that are specific points in time like 'IAB comment on proposal X from org Y.'

Could use guidance from @tfpauly on your goals here.

The current states available in the Datatracker for statements are "Active," "Inactive," and "Replaced."

IAB Statements use the same states as IESG statements, and the IESG deliberately chose to use "Inactive" rather than "Historic" in order to avoid confusion about "Historic" being a state for RFCs. If the IAB starts using "Historic/Historical" that might cause confusion with the IESG that we don't want.

I don't think that "Inactive" is quite right for the IAB for some of these, but maybe a new state to indicate "Comment on Proposed Legislation" or something like that?

I don't really see why it is useful to change the state of the statements, especially for those where we provided input to some call. I think the context of those statements is clear but it doesn't make the content outdated. I would generally be very careful to mark any statement as historical because these are still used by external people and helpful to them. Only if we find something that we actually don't agree to anymore or think it's wrong, we should update it.
