[Feature] PCM helm chart

I'd love for a helm chart of https://github.com/intel/pcm.

My ideal chart would also have a flag to create a PodMonitor so I can easily enable prometheus.

I'd also love an optional flag to put the dashboard into a configmap I can then feed into grafana.

I just wanted to let you know, that I'm working on this (based on your pcm-kubernetes manifest you provided previously to pcm repo) in intel/pcm#661
