Random failure is triggered in PCIE-IDE KeyRefresh tests with multi-cards

[Case 1]:
Run KeyRefresh in 1 device every 10 seconds without traffic, there is no error for 100 rounds.

[Case 2]:
Run KeyRefresh in 1 device every 5 seconds without traffic, errors is triggered after about 2 rounds.
The error is that device is in insecure state (it shall be in secure state)

[Case 3]:
Run KeyRefresh in 2 devices every 10 seconds without traffic, there is no error for 100 rounds
