Change rubocop.yml to support latest Standard gem #1
Description
In order to use StandardRB gem (https://github.com/testdouble/standard) as a built-in linter in RubyMine IDE we need to integrate Standard/Rubocop cop setup into CircleCI setup.
Also check DeepSource.io (https://deepsource.io/) if it could help to automate usage of StandardRB gem.
