Add SYCL support

Right now, CTP is compatible with ROCm and CUDA. We should extend support to SYCL. Update our docker/deps-nvidia.Dockerfile to install SYCL.

Add a new WRP_CORE_ENABLE_SYCL macro. We should also add add_sycl_executable and add_sycl_library to complement add_cuda_executable and add_cuda_library.

We need to adapt our vectors.
