Reconfigure CPU affinity #42
Description
CPU affinity could be configured so that when we identify no IO happening, we can reduce the CPU affinity, and when we go to an IO phase we can spool it up so that IO can happen faster. This can be guided by having a monitor that determines application phases and acts accordingly.
