Implement tolerance against power outage

If a node goes down, the containers on that node shut down.

When creating a container, we should have a persistent place where container recovery metadata is stored. This should be a configuration parameter of the runtime. Essentially, this should just store the serialized CreateTask.

When the runtime resumes, it checks this space for what containers need to be restarted.
