Proposed change

Publish images needed for kvm and metal in the os-images projects.

Suggestion would be to use:
ghcr.io/ironcore-dev/os-images/kvm/gardenlinux:latest and ghcr.io/ironcore-dev/os-images/metal/gardenlinux:latest as the artefact locations.
