when i click run, i get this error every time, what do i do?

another thing of note is that CONFIG.EXE just straight-up doesn't run. i double-click, i get the admin pop-up, hit yes, and nothing happens. no config window

Did you install the game with its normal built-in installer or the Alternate Installer?

i used INSTALL.EXE

Can you try setting CONFIG.EXE to the Windows XP Service Pack 2 compatibility mode in properties, running it, and then trying to run the game again?
