Replaced `fs.readFileSync(filepath).toString()` with `fs.readFileSync(filepath, 'utf8')` in:
- `packages/@expo/config-plugins/src/android/Package.ts`
- `packages/@expo/cli/src/utils/mergeGitIgnorePaths.ts`

This avoids unnecessary intermediate Buffer allocations when reading text files.
