Subject: [PATCH] perf(fs): optimize readFileSync calls by passing utf8
 encoding

This avoids an intermediate Buffer allocation by passing the 'utf8' encoding directly to `readFileSync`, instead of returning a Buffer and then calling `.toString()`.
