Google services framework ID

The Preferences menu states Googe service framework ID (needs
to be entered manually if you do not have google services installed,
ignore otherwise).

Does this mean that if I do have google services installed, that
I cannot override the id here? I have an android device with
no google accounts, and I'd like to use a dummy account I've
created on google to download apk files without creating one
on the phone.

Is this possible?
