[Project] Left sidebar UI glitches when sized too narrow

When the sidebar is squeezed too small, there are unwanted effects:

• The add file/folder icons become hidden.
• The AI editor/chat keyboard shortcuts become hidden.
• The left navbar compresses slightly.
