Incorrect Notation in 16 tet (and others)

Issue found in 16 tet and 18 tet (by damifortune)

C# is lower in frequency than C, as is every other sharp. Notation in the Interval Table appears to be broken.

In equal tunings with 8, 9, 11, 13, 16, 18, and 23 steps (i.e. tunings where the "fifth" is flatter than 4\7 or sharper than 3\5), fifth-based notation gets weird. It's still consistent in a way, but you end up with weirdness like E being higher than F, or G being higher than G#. There's no way to totally "fix" it without using a different notation scheme, and I think you'd need several different schemes to adequately notate all these cardinalities without having anything counterintuitive. Osctet's design is optimized for diatonic tunings, but I'm open to considering ways to make these weirder ones nicer to work with as well.
