I wrote https://GreenMaps.US.
It includes an MQTT Chat application, with database, written in Vue.js. 
If you have an android app, I could link to your android app, and my community could use it. 

I also have a simple database for this.  A tree of files.  The messages get appended to the json file, and served by a web server.
