Another reason people fork - pull requests are hard.

Pull requests are hard. I had to read the docs like 5 times for my first chef pull request and I'll likely have to read them again next time. Most people don't have to deal with git topic branches in their day to day.   The pull request I did outside of the Chef ecosystem was much easier though.
