improve JEM inline help / guidlines

I noticed some issues in the in-line help:

• I noticed that the inline help descriptions in the custom fields do not work even though they are defined language keys are set in the XML files on which the fields are based.
  Any ideas why?
• there are cases where the text in the inline help descriptions is the same like in the label. That does not make sense and it's just leading to an overload of information. I would suggest to leave these descriptions away, where this is the case.
  What do you think?

The reason for this was, that Joomla in a certain periode eliminated the help text under the fields. The inline-help possibility then came back later (but only in backend).
