bug(ball): extra ball appears on paddle when one of multiple balls lost

When two or more balls are present and one is lost, another appears on the paddle and autolaunches after the timeout. Since a ball is 
already in play, no new ball should appear on the paddle. The appearance of the ball on the paddle should be gated on there being no ball in 
play.
