The Jenkins update center is a repository of plugins from which people can easily install/update their plugins.
The upstream documentation reference a few modification to the POM to make it happen:

Note that the project can still be hosted under joemiller hierachy and does not require to be migrated under jenkisci umbrella though that would be nice ( see issue #3 ).
