Customisable competitors sorting rule

This would probably be a non-simple change, as it would require new UI, but its usage would be very convenient for organisers everywhere.

"Balanced" currently sorts 3x3x3 (any variation), 2x2x2, Pyraminx, Skewb, Square-1 and Clock by their official rankings and does the rest symmetrically. I would rather Square-1 and Clock weren't included in this list, but I can see why some people might. It can be organiser dependent and also competition dependent.

My suggestion is to be able to select "Customised" in the standard Competitors sorting rule dropdown, which then opens up a new menu where you can select the sorting rule for each event. The options would be the standard sorting rules, minus balanced which wouldn't make sense here.

Another sorting rule I think would be useful would be "Newcomers first", which would put all the newcomers in the first groups (which is often easier for delegates to handle extras) and then sort the rest of competitors symmetrically. This would probably also be good for specific events at certain competitions, so it would be a good addition to this feature rather than being a standalone issue.
