Allow general config to be changed separate from rest

With groups being more popular being generated with external tools, groupifier is still the strongest one for scorecards. In order to edit the scorecards settings, it'd be nice if we could save a few clicks and not specify number of stations / etc... to get to the scorecard settings.

I think it would be fine to move printing settings to a separate tab in under "Print documents", so it is separate from group configuration process. PRs are welcome :)
