Add pre-commit hook for formatting

I have set up configuration for Prettier, but I am having trouble figuring out how to format automatically when committing. Any insight is appreciated @jonathanolson

I'm not sure, option 1 at https://prettier.io/docs/en/precommit.html seems decent.

Formatted the code in the above commit (I think other things can format too though?)

Thank you so much for adding the Prettier setup/config! It is working nicely, and I have it configured to format-on-save (it is fast).
