GCP support

This issue is for tracking adding a GCP Launcher to this crate.
As @znewman01 suggested in #23 it's probably possible to do using this: https://github.com/Byron/google-apis-rs

https://github.com/Byron/google-apis-rs looks to be not the thing to use: https://docs.rs/google-compute1/1.0.12+20190618/google_compute1/index.html#setting-up-your-project - especially since we are async and it is not.

There is a successor project based on the latest hyper version, but it seems to be unpublished/in early stages: https://github.com/google-apis-rs/generator.

So looks like the time is still not yet right for this.

Offhand (speaking only for myself), no.

FWIW I've moved away from Tsunami in favor of Terraform + a Python wrapper to spin things up/down/run experiments.
