terraform benchmark suite

Let's build out a terraform module that does the following:

• spin up 1 gatekeeper host to accept traffic
• spin up N siege/ab hosts
• spin up N hosts that run nginx returning simple static json

Run benchmarks in a live networking environment, allowing us to get a handle on what performance looks.
