"Type or select some tags" issue

Steps to reproduce the issue

Go to "Content > Articles > Add New Article". Add a tag into "Tags" field

Expected result

"Type or select some tags" string should be removed

Actual result

"Type or select some tags" string is still shown, even a tag entered to "Tags" field
