Submenus

In the Content Management tutorials where we are working on, article 11.2 will also be about submenus. But there is not yet an issue for that item (stopped at 11.1 yesterday). And it might be at more places.

The old wiki entry https://docs.joomla.org/J4.x:Submenus should get a clear mark at the top where up-to-date information can be found. Otherwise we never get rid of the wiki...

We do that too for newer items in the developers manual. But that is a more steady place now than the sandbox site. But we can automatically update all references in the wiki to the sandbox site after we have a definitive home for the user documentation.
