Tweak scripts in /bin

The dev-api and dev-web scripts would work better as a single watch script accepting a --web flag to target the front or back end (this is how slskd works today, and alignment would be nice)

The deploy script contains a separate nuget push of the symbols; check to see if this is still necessary.
