New release for citation

I want to create a new release and link to zenodo so that it can be cited. I just want to check with all contributors that they are fine with this. IMO, you all contributed enough to be included in such a citation.

I recommend adding a citation.cff file to help dealing with some of the metadata that zenodo needs.

it is a more general version of the zenodo.json thing.
