VP9 RTP payload format draft needs overview of VP9 #112
Description
The VP9 draft has TODOs in the introduction and convention sections that need to be filled out with appropriate text from the VP9 payload spec (or some other overview).
See sections 1 and 2 of the VP8 RTP payload (RFC 7741) for the sort of thing we're looking for.
