Keep user type in view when displaying Usage Terms comparison #955

Not sure if this is easy/possible.

When viewing the Usage Terms part of an ONIX-PL display, because this is now split into terms for each type of user, it is easy to lose track of which user type you are looking at the permissions for. When the user type row is displaying it is easy to see:

But once you scroll the table, you cannot tell which user type the permission is related to:

Can we either change this so that the row containing the user type persists in view (i.e. that row doesn't scroll until it collides with the next user type row), or alternatively split each user type into a separate table in the display so instead of one 'Usage Terms' section we have:

Usage Terms: User Type 1
[scrollable table]

Usage Terms: User Type 2
[scrollable table]

etc.
