Support deployments in a different region from where tfstate files are stored

We are doing multi-region service deployments, but our TF state file bucket is in only one region. This causes the following error:

[ERROR] FAILED. failed to load config file ecspresso.yml: failed to setup plugins: failed to read tfstate from s3://bucket-name/pah-to-state-file.

@karaluh Hi, what is the ecspresso version? The latest version(v2.4.6) should show a detailed error message if it failed to read a tfstate. For example,

I was using 2.4.5. The error was caused by IAM permission issues to the S3 bucket, the error from AWS CLI was

fatal error: An error occurred (403) when calling the HeadObject operation: Forbidden

The permission issue is now fixed, and I'm unable to retest with 2.4.6, unfortunately.
