Rename directory for DTS manifest schema

See #178 

The import specs root directory isn't needed anymore and probably should've been removed some time ago.
But in the course of working on the DTS changes, it was still there, and now also contains the DTS manifest schema info.

In the course of doing #178, these should be moved elsewhere and configs and READMEs updated.
