Incorrectly handling hrefs in anchors.

Firstly, thank you for this library. I’m glad I’m not the only one to care about nice quotes.

From my testing it seems to ignore stuff within tags, but is not working on html anchors.

I'm using the library via npm, passing it single strings and paragraphs to convert.

Input: <a href="https://www.gov.uk">My prototype's</a>
Output: <a href=“https://www.gov.uk”>My prototype’s</a>

Here the href is no longer correctly quoted - this was caught by my html minifier.
