Staging deployment workflow doesn't restart containers

I have noticed a few times that ./staging.kernelci.org ghworkflow doesn't restart API and Pipeline containers.

Thanks for report, after discussion i got following action plan:

• Make sure no other action in workflow already running
• Produce logs what was done, if containers restarted, and if not - why
• Try to use workflows tokens in scripts, if that possible, to avoid hitting API rate limits
