bug(windows): add logs to registry and filesystem code in kmshell/kmcomapi when elevated process access CU content

As a follow up of #15152 we should add sentry logs to registry and filesystem code in kmshell/kmcomapi when elevated process access CU content. This will allow us to find what any other settings that we need to update to work for split user and Admin accounts.
