Context

From PaaS feasibility synthesis (Feb 23). GitHub App listed on GitHub Marketplace — CodeRabbit's playbook (2M repos). 1-2 week effort.

Scope

• Register GitHub App with repo read permissions
• Webhook triggers: issue created/labeled, PR opened, manual dispatch
• Auto-post estimation as issue/PR comment
• List on GitHub Marketplace (free tier initially)
• This is the bridge from OSS CLI to PaaS — the App becomes the hosted estimation endpoint

Why P1

• GitHub Marketplace has proven distribution for dev tools (CodeRabbit precedent)
• Higher effort than GitHub Action but much broader reach
• Natural path to PaaS: App → hosted API → billing layer
