Breaking API Change for Weather Forecast Data

The weather forecast data is inactive since 20 July 2024. And today, 24 September 2024, The API has got updates, and it looks like the code that handling weather forecast is not able to handle. Hence, major breaking change. We should add update for code, docs, test, and release regarding this breaking.
