Bug: Duplicate parallel responses on single submission #4893

Bug Description
Every time I submit a question, the IDE triggers two answer generations at the same time. This results in two identical or parallel responses being displayed simultaneously.
Steps to Reproduce
1.Switch to Vibe mode.
2.Submit any question or prompt in the chat box.
3.Observe the output.
Expected Behavior
Only one response should be generated per submission.
