[Import] func annotation of constituent parsing not imported

The function of a dominance relation has to be imported. Further the code itself can be optimized.

because it does not exist. It could be thought about creating a flag that allows to interpret the dependency annotation as the func-annotation of the constituent tree under the precondition of both being realized in the TCF file.
