[Import] Morphology annotation – skip tag segment, implement as annotation of annotation later

The implementation of the import of the segment-tag in morphology/analysis is of lower priority. Later it should be imlemented as annotation of the token. It's attributes "cat" and "type" are annotations of the annotation "segment".

Build a property PROP_IGNORE_MORPHOLOGY_SEGMENT in TCFImporterProperties which is a flag for ignoring the segment-tag in the morphology import.
