Nicer warnings on directory import attempt

When trying to import a directory, eg.:

```powershell
. $PSScriptRoot\..\Test
```

the error is weird:
> Error: analyzing
>Error: List of elements in scope of file /home/michal/contrail/ci/Test was requested, but not available due to previous import error

We can do better.
