Finish work on Public Name

Essentially finishes the work of #50 by splitting last names into their components when generating a public name.

Rules for last-name conversion:

• Assume that anything not in first_name is a last name. A person with three names registered could go either way, either with a double first name or a double last.
• Split with whitespace or a hyphen.
• "Mc" prefixes stay.
• Suffixes at the end of a name stay as they are (these are "Jr" and all Roman numerals).
