Selecting a human to follow

When seeing multiple persons, decide who you are going to follow. The should be configurable from the action client. Two possible policies would be:

1. 'follow-first-person-to-leave-the-group'
2. 'stay-with-group-until-it-dissolves-and-then-follow-one-person '
