Create tests in working repo

As part of working along, you suggest copying the tests over to our personal repo.  Consider providing a cheat sheet for this as part of the documentation (i.e. a subsection in `README.md`).

For myself, I did:

cd command-line-rust
rsync -avz --relative  ./**/tests/** ../my_personal_repo/
```
