Local tests fail with `FileNotFoundError: [Errno 2] No such file or directory`

When running local tests and getting a `FileNotFoundError` a possible cause is that the Deluge auth file is not found.

This can be caused by Deluge not being installed, or it has not yet been run for the first time.  Verify that Deluge is installed and run it at least once to create the intial configuration.
