FB18563035 - Safari web app permissions cannot be changed after allowed

1. Open https://example.org in Safari
2. Open the File menu and select Add to Dock
3. Open the Safari web app in the Dock
4. Enable StopTheMadness Pro for Web Apps
5. On the web page, open the contextual menu on the More Information link
6. From the contextual menu, select Open Link in New Window
7. Always allow StopTheMadness Pro on iana.org
8. Open the Safari web app Settings window to the Extensions pane
9. Click the Edit Websites button
10. Change iana.org from Allow to Ask or Deny
11. Press the Done button

Expected results: The iana.org permissions change from Allow to Ask or Deny

Actual results: The iana.org permissions do not change.
