Add the smallest possible project for STM32

Add the bare minimum project for STM32. No documentation for intermediate libraries or other unnecessary stuff

I've added a simple project. But I think it makes sense to dig into it further, examine it more deeply, and somehow shorten it even further, while simultaneously writing documentation for this basic project
