Automate project bootstrap with mise hooks

Seems like postinstall or enter hooks are candidates. And we'd at least want to run uv sync.

Our workflow doesn't typically require a mise install although I wonder if that is triggered by the auto-activate of the venv.

When I create a tmux session for a project, it opens 3 terminal windows. I also regularly create tmux panes and windows at various times. Would the hook run every time I create a tmux pane or window?

I think that depends on a few things:

• postinstall vs enter: with the former, I think "no" is the right answer. With that latter, then "maybe."
• for enter I think it would depend on the integration between tmux/shell/mise and whether or not mise throws an "enter" event when a new shell is opened. I.e., internally, does the opening of a tmux pane result in a mise activate && cd ~/projects/coppy or a cd ~/projects/coppy && mise activate.

Regardless, I'd expect whatever code we run in that hook to be relatively fast and idempotent.
